Removes libgcc_eh hack (XCC)

For some reason, we used to need to have a fake .a file sitting around.
Either because of recent changes, or maybe the crosstool-like changes
from last year, we no longer need the hack.

Hooray!

You probably don't need to rebuild the toolchain.
